Command description

A fairly generic question on IRC is in the form of “is anyone here to help”, and given that IRC functions as a bit of a synchronous platform, such questions don’t provide information about the problem at hand, and can lead to frustration.

The stock answer for this helps maintain a neutral, yet inviting tone, to anyone who may not be familiar with IRC etiquette, and stumble into this trap.
